Swiss sovereign cloud and AI provider PHOENIQS and Nongsa Digital Park (NDP), a Special Economic Zone for the digital economy in Batam, Indonesia, have signed a Memorandum of Understanding to develop sovereign AI capabilities in Indonesia. The agreement was signed on 29 October 2026 at uptownBasel, home of PHOENIQS’ AI supercomputer, in the presence of H.E. Mr I Gede Ngurah Swajaya, Ambassador of the Republic of Indonesia to the Swiss Confederation and the Principality of Liechtenstein.
Through Nongsa Sovereign AI, powered by PHOENIQS, the partners aim to enable Indonesian banks, public institutions and manufacturers to deploy advanced AI applications while retaining control over sensitive data, encryption keys, model checkpoints and audit trails under Indonesian jurisdiction. The collaboration responds to the growing urgency for organizations to comply with Indonesia’s recently enacted data protection laws and regulations, including requirements governing the control, processing, and security of personal data.
Under the partnership, Nongsa Digital Park enables the international and regional connectivity and provides the data-centre environment within the Special Economic Zone, while PHOENIQS delivers its sovereign cloud and AI technology stack – the same partner-led model PHOENIQS operates with telecommunications and infrastructure partners in Switzerland and the Middle East. The platform runs on PHOENIQS’ own cloud operating system with confidential computing and customer-held encryption keys, combining hyperscaler-level performance with usage-based pricing. Deployment will start with pilots alongside banks and manufacturers in Batam.
“Indonesia’s leaders have been clear that sovereign AI does not mean closing off. It means strengthening Indonesia’s own talent, data, infrastructure and technology, while staying open to investment and partnership. That is exactly what we are doing with PHOENIQS. Data in Indonesia is not the same as data controlled by Indonesia, and this partnership makes the difference. We will start with pilots alongside banks and manufacturers in Batam, demonstrating how advanced AI can be deployed while maintaining local control.”

“Data residency alone is not sovereignty. Sovereignty means control over infrastructure, keys, access and operations, independent of any foreign jurisdiction. That is what Switzerland stands for, and what PHOENIQS has built. Together with Nongsa Digital Park, we are bringing this model to Indonesia, so that Indonesian organisations can use the most advanced AI – with the performance and economics they expect from a hyperscaler – without giving up control over their most sensitive workloads,”

Building Local AI Capabilities
Alongside the partnership, NDP plans to develop Indonesian AI expertise through the Sovereign AI Academy at Nongsa Digital Park. Working with Infinite Learning, local universities and polytechnics, and Swiss education partners, the Academy aims to train Indonesian engineers and technicians to deploy and operate sovereign AI systems. An open-model hackathon is planned for January 2027.
A Digital Bridge between Singapore and Indonesia

PHOENIQS and Nongsa Digital Park thank H.E. Mr I Gede Ngurah Swajaya and the Embassy of the Republic of Indonesia in Switzerland for their valuable support in facilitating dialogue between Indonesian and Swiss partners, which helped lay the groundwork for this collaboration and reflects the growing opportunities for technological cooperation between the two countries.
